Special Containment Procedures: SCP-4635 is currently uncontained. Efforts to capture and contain SCP-4635 are ongoing.

If SCP-4635 is captured, it is to be contained within a standard concrete holding cell several meters thick fitted with two drains leading to two separate containers designed to hold water. These tanks can hold 2900 liters of water, and are designed to prevent SCP-4635 from escape. When needed, these tanks will be emptied by Mobile Task Force Rho-93 ("The Fallen Admiral"). This chamber is located within Site-551.

Description: SCP-4635 is Ryan Shanmugaratnam, a former Singaporean Foundation sailor, and former Admiral for the Great Foundation Navy. SCP-4635 was born in 1967, and gained the position of Admiral in 2007, prior to defecting in 2013. Alongside Admiral Frederick Smith and Admiral Sara Erwin1, SCP-4635 controlled the Foundation's navy and the fighting force within it.

SCP-4635 is capable of transforming into, manipulating, and transforming other materials into water. Once a part of its body has been transformed into water, SCP-4635 has to absorb that water again, and is capable of regrowing any body part that was transformed subsequently.

Because of this, SCP-4635 has developed several techniques which it utilizes to its advantage. For example, SCP-4635 can eject pressurized spikes of water from their fingertips, which are capable of penetrating steel, and can spray a continuous stream of water from its legs, which it can use as a form of pseudo-flight.

SCP-4635 is capable of transforming objects into water. Though the extent of this ability is currently unknown, the largest object SCP-4635 has been observed to transform was a small vehicle.

In 2013, SCP-4635 destroyed the entirety of the 5th Grand Fleet, and escaped to an unknown location. It is theorized that SCP-4635 is either the cause of SCP-4635-1, or was affected by it.
