Special Containment Procedures: SCP-0000 is contained at the site of its discovery. A 100 meter exclusion zone has been established around the subject, and all roads leading to it have been closed and traffic redirected.
An investigation into the nature of SCP-0000, as well as its origins is ongoing; Oskar Larsen, a member of Foundation intelligence, has been appointed as lead investigator of the case. Any developments regarding SCP-0000, the investigation, or the condition of Theodore Garrett are to be made available to Larsen immediately.
Description: SCP-0000 denotes a small town located 20 kilometers south of Leaf Rapids, Manitoba. SCP-0000 contains approximately one hundred residential houses, a small commercial district, and several miscellaneous administrative and infrastructural buildings. While the area exhibits clear signs of occupation, no inhabitants have been found to date.
Moreover, all information indicative of the identity of SCP-0000 or any of its inhabitants, if any existed prior to discovery, is entirely absent. Nearly every instance of would-be text within SCP-0000 is is blank; similarly, photographs or illustrations found within the area that would be expected to depict people are devoid of them.1
No record of SCP-0000 has been found anywhere in Canadian federal records, administrative files, or related documentation. Historical satellite imaging of the area similarly exhibits no evidence of SCP-0000's existence prior to its discovery. Knowledge of the area is similarly lacking among residents of surrounding towns.
Addendum 0000.1: Discovery and First Contact
SCP-0000 was discovered on 03/03/2019 after Foundation datacrawlers detected police reports from the surrounding areas regarding the sudden appearance of the area that would become designated SCP-0000.
Foundation field investigator Theodore Garrett was dispatched to verify these claims, and ceased contact with his correspondents shortly after arrival. Backup was sent to his location to ascertain why contact was lost, and discovered Garrett alive but unresponsive a short distance within SCP-0000's city limits. Attempts to awaken him failed, and he was transferred to Site-57 for stabilization and analysis. The subject has since remained unconscious.
While under observation, Garrett's brain waves exhibited anomalously high activity levels, completely maximizing out every reading being measured on each machine utilized. Additionally, ontokinetic evaluation of Garrett's body revealed his personal Hume levels to be drastically higher than baseline, and showing no indications of subsiding.
Addendum 0000.2: Investigative Notes
The following is a collection of notes recorded by Lead Investigator Oscar Larsen regarding his investigation into SCP-0000.

An entire town, including everything from houses to roads to powerlines and even a Shell gas station; plopped down in the middle of nowhere, Manitoba. Every possible source of information that even the Foundation can dredge up says this place shouldn't exist. And the first person we sent to inspect it is knocked unconscious and has every anomalous metric about himself shot through the roof.
The forensics team is sweeping the town looking for traces of anything we can use but nothing's popped yet. Preliminary scans showed nothing abnormal as far as temperature, radiation, and even humes go. If a Type-Green had popped this place into existence for whatever reason, the hume counters would be going off the charts. For that we can be thankful that a reality bender probably didn't cause all of this. Most things are preferable to having a Type-Green running around unsupervised.
Thaumatological and memetic inspections will take longer to verify for this case simply due to the size of the area, but time will tell what more this place has to offer.
Just as I feared I was getting rusty the Foundation throws me this case to keep me on my toes.
