Special Containment Procedures: Site-28 is currently being downsized to 0.8% of its extant size. All surplus personnel have been scheduled for transfer to other facilities or layoffs, and excess portions of the site are being decommissioned.
Following this, the ENNUI protocol will be activated, removing all human knowledge of SCP-9306 and reinstituting Masquerade protocol.
Description: SCP-9306 is Public Site-28, a large-scale Foundation facility occupying a significant portion of Manhattan Island within New York City. Both the site and the Foundation's existence are well-known, and are integral to the history of the area, as it is the largest employer in the city with 1.1 million personnel.1
The facility spans the entire width of Manhattan between 23rd Street and 114th Street (with several exclaves elsewhere in the city). There are relatively few anomalies stored at Site-28: instead, most activity at the site is research, development, logistics, or administration.
Due to its immense size and the impracticality of maintaining public unawareness of Foundation activities in a densely-populated area, in 1983 the Overseer Council voted to suspend the Masquerade protocol. The Global Occult Coalition did not follow suit, which has subsequently resulted in diplomatic tensions between the two organizations.

Discovery: Early in the morning on 2029/01/01, a large number of memetic breach reports were filed, primarily from Site-28 personnel. The Containment Director on duty established a working group to efficiently process the large volume of reports. After the initial investigation, it was determined that the vast majority of reports concerned a single incident where memetic material was released without authorization.2
Due to the severity of the incident, the matter was escalated to Overwatch Command.
The investigation eventually widened into a full probe of Site-28's management, structure, and policies, and involved the cooperation of 39 Foundation Departments, tens of thousands of interviews, and millions of documents. A final report was delivered to the O5 Council, who voted to designate SCP-9306 and adopt its current containment procedures.
While the contents of this report are classified, below is a Level-1 summary of some of the irregularities found during the investigation:
- The size, headcount, and recruitment policies of Site-28 are significantly deviant from typical Foundation practices.
- Supporting Evidence: Site-28 has ~317,000 full-time personnel and ~782,000 part-time or reserve personnel, which is more than 237× larger than the personnel count of the second largest facility (Site-19).
- Supporting Evidence: Site-28 has at least 22,000 minors on payroll, despite Foundation regulations restricting recruitment of humans below age 20 to exceptional circumstances. There appeared to be no obvious reason that these individuals were recruited aside from one or both parents being Foundation staff.
- Site-28 exhibits a high degree of departmental centralization, far higher than permitted.
- Supporting Evidence: Site-28 hosts the headquarters of 18 departments and 61 regional command offices. With the exception of Site-██, operational resilience policy limits the total number of administrative centers permitted at one facility.
- Supporting Evidence: Despite concealment of anomalies being a core component of the Foundation's original mission, this was discarded solely to accomodate the high concentration of personnel in New York City.
- The annual Foundation-run New Year's celebration at Times Square, well-known throughout the world and open to the public, had no known cases of non-Foundation civilians watching the event (whether in-person or remotely) at the time the clock struck midnight.
- Supporting Evidence: The live stream of the event was freely available on the internet.
- Supporting Evidence: In a typical year, approximately one third of participants are civilians.
- A security review of found that 99.2% of Site-28 personnel hold Level 2/2140 security clearance.
