Special Containment Procedures: The borders of SCP-XX are to be patrolled by security personnel and monitored by standard site surveillance systems. Knowledge of SCP-XX is denied to all personnel lacking 4/XX or higher clearance.
Revived instances of SCP-XX-1 must be subjected to Class-F amnestic therapy1 prior to being recruited as D-class personnel. To facilitate this, an integration wing has been built into the entrance area.
Description: SCP-XX is a large, abandoned facility located in ████████, ████. Superficially, it is designed to appear as a military installation, however it extends significantly underground with several massive subterranean complexes.
In contrast to typical military bases, SCP-XX's design contains a large number of offices, interrogation and holding cells, and reinforced rooms built using techniques found in Foundation containment chambers, but with unknown materials of superior durability. The majority of SCP-XX is unmapped. Of all known areas in the facility, the secure incinerators located in Wing B-23 show the most recent signs of use.
The primary entrance into SCP-XX has been identified. It is composed of a series of armored rooms whose purposes seem to be the identification of individuals, anomalous attributes, and concealed goods/weapons. This detection system is non-functional.
Following this area, there is a large front desk and reception area, capable of seating around 120 people. The room shows marks of wear and disuse, and the paint is severely faded and peeled.
On a central pillar in this lobby is a sign reading "Welcome to Site-19".
Despite its structure and appearance similar to many extant Foundation sites, no records of this facility have been found, and its site designation is already in use. No anomalies have been discovered within SCP-XX containment chambers, and office spaces and dormitories have been largely cleared of furniture like desks and beds.
Instead, all throughout SCP-XX, massive numbers of SCP-XX-1 are maintained in humanoid suspension capsules. These cylinders are stacked tightly, in placed in every room, hallway, chamber and other available space within the facility. Unlike the rest of SCP-XX, which has no electrical power, each capsule is active and emits a dim blue light, making visible the outline of the SCP-XX-1 instance inside.
The means by which these cylinders receive power has not been identified. On revival of SCP-XX-1, the now-opened capsule deactivates, permanently losing power.
SCP-XX-1 instances are baseline humans kept within suspended hibernation within SCP-XX.
After revival, instances are in typical health and physically non-anomalous. On physical examination, a minority have been found to have received surgeries featuring unknown techniques and materials, though it is tentatively believed that these procedures were not anomalous. SCP-XX-1 instances speak in a variety of partially-intelligible variants of existing languages used throughout the world. When initially questioned, all instances express basic knowledge of the Foundation and indicate that they believe the current year is ████.2

Following Class-F amnestic therapy, SCP-XX-1 instances have their anomaly association status expunged, given cover stories, and are treated as typical D-class personnel. At the present time, approximately 21,000 SCP-XX-1 individuals have been revived and recruited. The total number of SCP-XX-1 instances is unknown, but believed to be over 130,000,000.
