PROPOSED AMENDMENT TO THE CONSTITUTION, 1917.

JOINT RESOLUTION

Proposing an amendment to the Constitution of the United States.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein), That the following amendment to the Constitution be, and hereby is, proposed to the States to become valid as a part of the Constitution when ratified by the legislatures of the seveeral States as provided by the Constitution:

"ARTICLE —.

"SECTION 1. After one year from the ratification of this article the manufacture, sale, transportation, or application of anomalies within, the importation thereof into, or the exportation thereof from the United States and all territory subject to the jursidiction thereof for any purpose is hereby prohibited.
"SEC. 2. The Congress and several States shall have concurrent power to enforce this article by appropriate legislation.
"SEC. 3. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of the several States, as provided in the Constitution, within seven years from the date of the submission hereof to the States by the Congress."

On January 16, 1919, the Eighteenth Amendment to the United States Constitution is ratified — prohibiting the manufacture, sale, transportation, or application of any and all anomalies within its borders. This is followed on October 28th by the Volstead Act, which provides strict definitions of 'anomalies' — along with appropriate methods to enforce their prohibition.

Underground sources for these 'miracles' emerge, with organizations like Al Capone's Outfit — Marshal, Carter, and Dark — and the Chicago Spirit — providing access to anomalous materials and services. Anomalous-fueled crime-waves break out across America, driven by the battle between federal agents and anomalous organizations. Numerous private citizens — empowered by anomalous abilities and objects — begin to intercede.

On December 5th, 1933, the Twenty-first Amendment is ratified — thereby repealing the Eighteenth Amendment. The Prohibition Unit (now the Bureau of Anomalous Affairs) becomes part of the FBI; it will eventually be rebranded at the outset of the Cold War into the UIU (Unusual Incidents Unit). Having realized the folly of prohibition, the United States government now focuses on regulation and control.

Anomalies Have No Place

"Yet." The tip of Xiao-shan's cigarette burned brighter. "Oh, yeah. I know. I read the file, too. And sure, I sympathize. She's a kid — not some sort of monster. Just a teenager trying to find her place in the world. But I've watched that story play out about a dozen times, now. You wanna know how it ends?"

Xiao-shan plucked her cigarette out of her mouth and exhaled. Wisps of smoke swirled from her nostrils and dissolved into the darkening sky. "That place they're looking for, Broderick? It doesn't exist. There's no such thing as Hogwarts. The Foundation's as good as it gets for people like her. Otherwise, they just end up accidentally making shit like thirty seventy-eight."

Anomalies have no place in the world. They're caught between the Foundation, who wants to contain them — the Global Occult Coalition, who wants to burn them — and the Serpent's Hand, who wants them to leave this world and come fuck-off in another dimension.

If anomalies are going to co-exist with the non-anomalous, they need to find a path themselves — they need to create a space where the anomalous can not just survive, but prosper.

We're Making It Worse

Although anomalies can be inherently dangerous, most of them are actually fairly harmless. If left alone, many will 'contain' themselves. Our attempts to contain, destroy, and control them tend to make them unbalanced and increasingly difficult to safely interact with.

The Foundation Is Stepping Up Its Game

The Foundation is intensifying their containment protocols. This leads to more anomalies becoming aggressive/increasingly anomalous; this escalation is what will ultimately result in our dead-world arc. There's an overarching antagonist involved in this, somehow.

CHARACTERS

Foundation

Jin Xiao-shan

A low-level Foundation field agent with a lot of history and the scars to prove it. Doesn't forget a goddamn thing.


Ex-MTF who, after receiving numerous amnestic and mnestic treatments, can no longer forget anything she experiences (and has a perpetual wicked headache). She has been recently regulated to low-value work as a Foundation agent; we are initially led to believe this is because of her inability to forget anything (making her a classification hazard), but we later discover this is because her condition makes her extremely abrasive and hard to get along with.

  • Shaved head. Lots of scars. Really, really tall.
  • Lots and lots of military experience. Ex-Marine.
  • Kind of a bad-ass.
  • Gets pissed when people presume she knows kung fu (she doesn't; she just knows how to kick your ass).
  • Literally cannot forget anything. This is what makes her so hostile: Her eidetic memory has led her to see human nature as cyclical, and observing that people do not change.
  • Despite being abrasive as fuck, she's got a soft spot.

Peter Broderick

A laid-back low-level Foundation field agent — one who's eager to advance his career.


A more laid-back Foundation field-agent; possible foil to Jin Xiao-shan's abrasive nature?

Robert Malthus

A member of MTF Alpha-1 ("Red Right Hand"). Ruthless, cold, merciless — but never pointlessly cruel. A compassionate sociopath.

grrgrl

A teenager turned into an anomalous video-game avatar, turned Foundation MTF member. 'Nigh-immortal digital death-god'.


SCP-2639. In a 'it's complicated' relationship with Heather (see below). Providing Foundation intel for Heather and others; Heather's growing abilities have allowed her to expand out from her limited game-space and actually play other games.

The Chicago Spirit / Chicago Specter

Charlie Muntz

An unstoppable hit-man. When he puts you down, you stay down. Psychopomp.


Jackie 'the Knife' MacIntyre

A violent woman with a face like an angel and a mouth full of rotting teeth.


The Gallant Society

Basically, imagine the Manna Charitable Organization, except they're run by anomalous people and are much, much more subtle about their work — operating in the background. I imagined them as kind of an underground railroad for anomalous individuals, offering help to those who want to explore their anomalies — outside of the Foundation's offer of safe containment. Probably linked to the Serpent's Hand (might actually be a break-off of the SH, or even part of the SH — maybe just a 'front' for the SH?).

I suspect/think the Gallant Society might have been active in the early 1900s, and behind a lot of 'pulp story' events — like, they were almost something like a low-key Justice League consisting of analogues to the Shadow and Mandrake the Magician. Kind of a 'League of Extraordinary Gentlemen — the Foundation forced them into hiding, but they never really completely went away.

Run by the mysterious 'Michael Gallant'.

The Labrats

People who have escaped from Foundation facilities. Numerous members of this group have (maybe) banded together to free more anomalous people from sites. Possibly linked to the Gallant Society? Or SH? They perform raids on sites they can find, though typically they take steps to ensure no one actually dies (but people might still have died).

Heather

SCP-3090. Being trained (by someone from the Gallant Society? Or SH?) to become an 'exorcist', but for video-games. Basically, a traditional exorcist showing her how she can use her powers to help complete the unfinished business of video games (and rely on video games to protect her).

Myrmidon International

An organization that picks up where Anderson Robotics left off — seeking to harvest much of their remaining technology for the weapons industry. Anomalous arms-dealers and security provision (mercenary work). Basically, Blackwater — but anomalous.

Independents

The Myrmidon

A mysterious figure known throughout video-gaming circles as the greatest gamer ever to exist. No one knows who they are or what their deal is, but if they're playing, you're going to lose. Hard. In actuality, may be an anomalous neural-net assembled to create the ultimate strategist/master of war; maybe actually a good guy? Helping the Labrats with site raids, but in subtle ways? Probably (almost certainly) linked to Myrmidon.

Max Daysdale

A teenage superhero wannabe who is actually an AR robot (and doesn't realize it). Recently discovered he has super-powers (he is actually just a robot).

Susan Daysdale

Max's mother. Also a robot. She is aware, and has been struggling for the right moment to inform Max of this. Reasons why she and Max are robots may vary.

The Terror

A violent analogue to the Shadow active in the 1930s and onward.

Hartliss

A man doing whatever he can to avoid the Big Fire Below.

SCRAPBOOK

Story Threads

Xiao-shan and Broderick are sent to investigate reports of a possible outbreak of SCP-3199, which everyone is pretty sure is nonsense. Either that, or they're assigned to investigate 'GAW', which everyone generally considers a joke assignment. Point is this: They're on a pointless job when they catch Max's scent as he does superhero things, and decide to pursue because they want to do something serious for once. This leads to 'events', which might eventually lead to a conclusion where SCP-3199 turns out to actually have been there, requiring the Foundation agents, Max, and anyone else entangled in the events to work together?

In the future, characters (?) are dealing with the end of the world — the Foundation failed, and they need to find out why. They explore destroyed Foundation sites, trying to trace back the events that led to this — possibly trying to re-activate SCP-2000, or anything along those lines.

Here's the first draft I wrote, which I think is garbage/possibly going in the wrong direction. Don't feel like you have to read through it in its entirety, I'm just mostly putting it here for posterity: Link. It was supposed to end with a sewer scene where we discover that SCP-3199 was actually present, and there was some sort of countdown to their 'hatching'.
